Power Plant

The Power Plant is connected to the Refuse Derived Fuel Plant through an underground and overhead conveyor belt. Refuse derived fuel (RDF) is burned to create steam and electricity for the Norfolk Naval Shipyard and for sale to the local utility, Virginia Power. The plant opened in October 1987. On Tuesday June 22,1999 SPSA officially took ownership of the plant from the U.S Navy Public Works Center.

Plant Operations

  • Provides all process and heating steam for the Norfolk Naval Shipyard
  • Provides 75% of electricity needed by the Norfolk Naval Shipyard
  • Burns primarily RDF with coal used as back-up fuel
  • Able to burn 2,000 tons of RDF daily

Plant Equipment

  • Combustion Engineering boilers rated at 180,000 lb/hr
  • General Electric scrubber and baghouses
  • General Electric turbine generators rated at 20mw each
  • Four-cell cooling tower by Research-Cottrell
  • Demineralizer trains rated at 300 gpm each
  • 3,000 ton RDF storage bin
