John T. Maxwell

John T. Maxwell

Mr. Maxwell currently serves as Senior Vice President of the Mercer Group, Inc., a management consulting firm specializing in assisting units of local government. Mr. Maxwell has over 30 years' experience as a management consultant. Prior to becoming a consultant Mr. Maxwell served as City Manager for Chesapeake, Virginia, a city of 245,000. He has also served as an executive for various cities in Missouri, Iowa, Colorado and Florida. He was a budget analyst for the City of Kansas City, Missouri and finance and human resource director for cities in Iowa and Colorado. Prior to coming to Chesapeake Mr. Maxwell was Deputy City Manager of St. Petersburg, Florida.

While serving as Chesapeake City Manager, Mr. Maxwell was awarded a management innovation award by the International City/County Management Association. Mr. Maxwell provides consulting services in the areas of finance, human resources, executive search, management and organizational improvement and staffing needs analysis.

Mr. Maxwell received his Bachelor's degree in Labor Relation and Economics from Rockhurst University and his Master's degree in Public Administration from Iowa State University. He resides in Chesapeake with his wife Carol. They have two children and four grandchildren.
