EXECUTIVE DIRECTOR Dennis Bagley
Dennis Bagley was appointed executive director by the SPSA Board of Directors on March 23, 2022, after having served as interim executive director since January 1, 2022. Previously, he served as deputy executive director since February 2018. He is responsible for planning, directing, coordinating and supervising SPSA’s day-to-day operations for optimal performance. A Portsmouth native, Dennis has decades of executive level experience in local government having served as the director of facilities for the City of Norfolk and director of general services for the City of Portsmouth.
Dennis has a hands-on leadership style and passion for the waste industry. Through his education and background, he has become an expert in landfill operations, facilities maintenance and fleet management.
