Thomas M. Leahy, P.E., retired from the City of Virginia Beach in 2020 after 40 years of serivce to the City and its residents. He began his career as the Water Resources Manager responsible for securing a long-term water source for the City. His efforts ultimately secured the Lake Gaston project. He subsequently served as Director of Public Utilities, then Deputy City Manager overseeing the Departments of Public Works, Public Utilities, Information Technology, Management and Budget, and Finance. He was appointed acting City Manager for his final year of service.
In his earlier professional years, Mr. Leahy worked for Dow Chemical in the development of desalination systems.
Mr. Leahy has a Bachelor's and a Master's degree in Chemical Engineering from the University of Virginia, a Master's of Public Administration from Old Dominion University, and is a licensed Professional Engineer.
