Richard Broad serves as the Director for Norfolk Public Works, having previously served as Assistant Public Works Director. His duties as Director of Public Works consist of managing a staff of 366 personnel in eight divisions, an operating budget of $50 million, and construction contracts totaling $67 million.
Previously, Mr. Broad was the Engineering Operations Manager for Norfolk Public Works Combined Operations Division between August 2012 and May 2013, served for 11 years as the Stormwater Administrator for the City of Chesapeake, and worked for a little over a year for as a Civil Engineer III in Norfolk’s Division of Environmental Stormwater Management.
Before transitioning to municipal government in 2000, Mr. Broad worked for 9 years in Houston, Texas and 2 years in Newport News for Radian International, an environmental engineering company that was later acquired by URS. Mr. Broad worked designing, constructing, and operating numerous groundwater and soil remediation systems at rail facilities, industrial sites, and Superfund sites. He also conducted numerous environmental site assessments at government and industrial sites in the U.S. and in Mexico. Prior to returning to school to study engineering. Mr. Broad worked for 6 years in the oil and gas industry as an exploration and production geologist in Houston, Texas.
Mr. Broad has a Master of Science degree and a Bachelor of Science degree in Civil Engineering from the University of Houston, and a Bachelor of Arts degree in Environmental Science from the University of Virginia. His professional affiliations include registered professional engineer in Virginia and American Public Works Association.
