What is the Permitting Process?

The SPSA Regional Landfill is subject to many federal, state and local environmental regulations. Some of the first steps in developing additional solid waste disposal capacity at the site includes the preparation and submittal of solid waste and wetland permit applications to the Virginia Department of Environmental Quality (VDEQ) and the Norfolk District of the U.S. Army Corps of Engineers. The initial permitting for the landfill expansion is anticipated to require between two to four years to complete.

Solid Waste Permitting

The solid waste permitting will require two applications to be approved by the Virginia Department of Environmental Quality (VDEQ). The first application, called the Part A application, provides the information essential for assessment of the site suitability for the proposed facility. The Part A application requirements are included in 9VAC-30-81-460 and requires presentation of site maps, a geotechnical (site stability) and hydrogeologic (groundwater) investigations, impact statement, capacity and demonstration of serving the public interest. The second application, called the Part B application is submitted after approval of the Part A application and involves the submission of the detailed engineering design and operating plans for the proposed facility as required by 9VAC20-81-470.
